Analysis of Data Transparency of Non-Cash Food Assistance Recipients (BPNT) in the Perspective of Good Governance of Karang Sono Village, Pasuruan

This study examines the transparency of data regarding recipients of the Non-Cash Food Assistance (BPNT) program from the perspective of Good Governance in Karang Sono Village, Pasuruan. The management of social assistance recipient data is a crucial aspect of public administration, as it relates to targeting accuracy, service equity, accountability, and public trust in the village government. The study employs Woodrow Wilson's public administration perspective to analyze official professionalism, the division of tasks, procedural implementation, data management and updating, effectiveness, efficiency, and information dissemination to the public. Wilson's ideas are integrated with Good Governance principles specifically transparency, accountability, participation, effectiveness, efficiency, responsiveness, and equity. The findings indicate that BPNT data transparency is determined not only by information openness but also by the quality of the underlying administrative processes. Orderly, professional, objective, and procedural administration supports the availability of more accurate and accountable recipient data. Transparency is realized through the dissemination of information regarding data collection mechanisms, eligibility criteria, nomination and data-updating processes, and complaint mechanisms. However, information disclosure must be balanced with the protection of recipients' personal data. This study underscores that the quality of public administration is a vital factor in achieving Good Governance in BPNT management. Consequently, the Karang Sono Village government needs to strengthen official professionalism, periodic data updating, the clarity of task division, public communication, and complaint mechanisms to ensure that assistance management becomes more transparent, effective, equitable, and accountable.
