Evaluasi Gapura Emas Dalam Mendukung Sistem Pemerintahan Berbasis Elektronik (SPBE) Di Kantor Purwosari Pasuruan

This study aims to evaluate the implementation of GAPURA EMAS in supporting the Electronic-Based Government System (SPBE) through the application of the Electronic Official Correspondence System (TNDE) in Purwosari District, Pasuruan Regency. The implementation of TNDE represents a government effort to enhance effectiveness, efficiency, and administrative orderliness in correspondence management through the use of information technology. This study employs a qualitative descriptive approach to gain insight into the execution of TNDE, as well as the supporting and inhibiting factors affecting its implementation. The results indicate that TNDE implementation in Purwosari District has proceeded well and contributed to improved effectiveness in correspondence administration. The use of TNDE has streamlined the management of incoming mail, outgoing mail, and dispositions, making the process faster, more organized, efficient, and well-documented. Implementation has been supported by outreach activities, internal directives, and circular letters, alongside the availability of TNDE administrators and dedicated correspondence staff in each section. The TNDE application is integrated with GAPURA EMAS and accessible via both computers and smartphones. Regarding dispositions, staff have demonstrated commitment and readiness to adapt to the electronic system, while Standard Operating Procedures (SOPs) are in place to guide correspondence management. Supporting factors include the availability of technological infrastructure, outreach efforts, staff commitment, system integration, and SOPs. Meanwhile, inhibiting factors include limited human resources, a reliance on leadership for dispositions, and the continued use of manual mechanisms. Overall, TNDE via GAPURA EMAS has supported the SPBE, though further optimization is required to ensure more consistent and effective implementation.
